Anno 2070 Campaign question

Anno 2070 Campaign question
How do you unlock tycoon engineers on the second mission of the third chapter. I have over 2300 tycoon employees, but I can't unlock the engineers. I have a tons of Iron to build the container ships, but they won't let me until I unlock the engineers. I don't have enough lifestyle, but I can't build any lifestyle structures for the tycoons. it won't unlock. Is this a game glitch. I've literally spent about 5 hours trying to unlock the tycoon engineer.
